Education-to-Workforce White Paper 3
Arizona has important education-to-workforce assets already in place, but they do not yet add up to an intentionally designed statewide coordination. The third paper makes the case for a clearer and more sustainable approach that can connect systems, clarify responsibilities, strengthen data use, support regional work, and improve pathways for students, families, employers, and communities.
It argues that Arizona’s next step is to move from coordination that depends too heavily on relationships, local initiative, or short-term leadership attention toward coordination that is designed intentionally and sustained over time. The paper does not recommend one specific model. Arizona could consider several approaches, including a compact, commission, public-private framework, strengthened existing structure, shared responsibilities agreement, or another statewide mechanism. The important point is that any approach should be chosen and developed with care.
